Cada vez que una catástrofe se ocurre  nos preguntamos, legítimamente, si habría podido ser predicha y evitada. Por lo tanto, una descripción breve de los conocimientos en sismología es necesario. ¿ Cuál es la sismología, o seismología?

La ciencia que se ocupa de estudiar los terremotos. Su fin es doble: la comprensión de la estructura y de la dinámica interna de la Tierra, y por extensión, otros planetas y la prevención de los seísmos.
¿ Cuál es un seísmo ? Una liberación de energía, en forma de ondas sísmicas de varios tipos (P, L y S), causada por una rotura mecánica en profundidad. Así, seísmos pueden acompañar fenómenos volcánicos y estar entre los precursores de erupciones. Pero la predicción de un terremoto todavía depende de la adivinanza, aunque varias pistas sean exploradas.

Por ejemplo, varios pequeños seísmos dentro de la misma zona pueden anunciar un acontecimiento más importante – o no. Todo lo que se puede decir, es si una zona, es propicia a riesgos sísmicos, en una horquilla poco precisa de amplitud y de tiempo. Entonces esto es problemático para una ciencia muy joven como la sismología: los datos históricos faltan para caracterizar bien una zona sísmica. Los parámetros que intervienen son demasiado numerosos, y los focos sísmicos se encuentran a varios kilómetros de profundidad bajo nuestros pies. Por fin, el efecto destructor o no sobre los hábitates humanos no depende solamente de la magnitud del terremoto, pero támbien los tipos de ondas sísmicas que circulan, materiales de construcción de las infraestructuras, de la sensibilización de las poblaciones al riesgo, etc.
Llegar a predecir un día los seísmos, es el Graal de los sismólogos. Si las regiones a riesgo son baja observación con el fin de cercarlos mejor y comprender su funcionamiento, si la geofísica conoció una revolución verdadera en los años sesenta con la tectónica de las placas, si la arquitectura parasísmica progresó a paso agigantado en el curso del siglo XX, predecir el lugar, la fecha y la magnitud de un seísmo queda - a pesar de una idea derramada y anuncios caprichosos – imposible actualmente. La sola predicción acertada es la del 4 de febrero de 1975 del seísmo de Haicheng, en China (magnitud 7,4), que resulta de observaciones finas pero también de suerte. El año siguiente, otro seísmo hace seiscientos mil víctimas...

Así, el 6 de abril de 2009, un seísmo de una amplitud inesperada, en una región activa en el centro de Italia, ha ce trescientas nueve víctimas. Este año, después de un proceso de trece meses, siete personas, consideradas como responsables de estos muertos para no haber sabido predecir la peligrosidad del acontecimiento, son condenadas a seis años de prisión y a una multa de cerca de 10 millones de euros.
Esta condena injustificada hace el proceso en realidad del conjunto de la investigación sismológica. Conocimientos no suficientes, no bastante perfectos, de fenómenos geológicos que escapan de toda forma del control humano. En resumen, no bastante rentables, en un contexto socioeconómico global tenso y ansioso.

Sin embargo, estos investigadores acusados no son culpables de este drama, no más que son de su origen. ¿ Más bien que de perder su tiempo y su energía a la caza de brujas, el gobierno italiano debería volverse hacia la prevención de las pérdidas humanas por la educación - cómo comportarse en caso de terremoto? Y más esfuerzo parasísmico.

Posiblemente, entonces, el seísmo próximo será menos destructor.

Chaque fois qu'une catastrophe se produit, on se demande, légitimement, si elle aurait pu être prédite et évitée. Aussi, un bref état des lieux des connaissances en sismologie est nécessaire.

Qu'est-ce que la sismologie, ou séismologie ? La science qui s'occupe d'étudier les tremblements de terre. Son but est double : la compréhension de la structure et de la dynamique interne de la Terre ̶ et par extension, d'autres planètes- et la prévention des séismes.

Qu'est-ce qu'un séisme? Une libération d'énergie, sous forme d'ondes sismiques de plusieurs types (P, S et L), causée par une rupture mécanique en profondeur. Ainsi, des séismes peuvent accompagner des phénomènes volcaniques et compter parmi les signes avant-coureurs d'éruptions. Mais la prédiction d'un tremblement de terre relevé encore de la devinette, bien que plusieurs pistes soient explorées. Par exemple, plusieurs petits séismes à l'intérieur d'une même zone peuvent annoncer un évènement plus important - ou non. Tout ce que l'on peut dire, c'est si une zone, est propice à des risques sismiques, dans une fourchette d'ampleur et de temps peu précise. Or ceci est problématique pour une science aussi jeune que la sismologie : les données historiques manquent pour bien caractériser une zone sismique. Les paramètres entrant en jeu sont trop nombreux, et les foyers sismiques se trouvent à plusieurs kilomètres de profondeur sous nos pieds. Enfin, l'effet destructeur ou non sur les habitats humains ne dépend pas que de la magnitude du tremblement de terre, mais également des types d'ondes sismiques qui circulent, des matériaux de construction des infrastructures, de la sensibilisation des populations au risque, etc.

Parvenir à prédire un jour les séismes, c'est le Graal des sismologues. Si l'on surveille les régions a risque afin de mieux les cerner et comprendre leur fonctionnement, si la géophysique a connu une véritable révolution dans les années soixante avec la tectonique des plaques, si l'architecture parasismique a progressé a pas de géant au cours du XXe siècle, prédire le lieu, la date et la magnitude d'un séisme reste – malgré une idée répandue et des annonces fantaisistes – impossible a l'heure actuelle. La seule prédiction réussie est celle du 4 février 1975 du séisme de Haicheng, en Chine (magnitude 7,4), qui résulte d'observations fines mais aussi de chance. L'année suivante, un autre séisme a fait 600 000 victimes... Ainsi, le 6 avril 2009, un séisme d'une ampleur inattendue, dans une région pourtant sismiquement active au centre de l'Italie, a fait trois cent neuf victimes. Cette année après un procès de treize mois, sept personnes, considérées comme responsables de ces morts pour n'avoir pas su prédire la dangerosité de l'évènement, sont condamnées a six ans de prison et a une amende de près de 10 millions d'euros.

Cette condamnation injustifiée fait en réalité le procès de l'ensemble de la recherche sismologique. Connaissances pas suffisantes, pas assez performantes, de phénomènes géologiques qui échappent de toute façon au contrôle humain. En somme, pas assez rentables, dans un contexte socio-économique global tendu et anxieux.

Pourtant, ces chercheurs accuses ne sont pas coupables de ce drame, pas plus qu'ils n'en sont à l'origine. Plutôt que de perdre son temps et son énergie a la chasse aux sorcières, le gouvernement italien devrait se tourner vers la prévention des pertes humaines par l'éducation – comment se comporter en cas de tremblement de terre ? ̶ Et plus d'effort parasismique. Peut-être, alors, le prochain séisme sera-t-il moins destructeur.

Az Aquilai földrengés: máglyára a boszorkányokkal!

Amikor katasztrófa következik be, teljes joggal kérdezzük: előre látható és megelőzhető lett volna-e. Következzék egy rövid összefoglaló a szeizmológia aktuális helyzetéről. Mi is a szeizmológia, a földrengéstan? Az a tudományág, amely a földrengésekkel foglalkozik. Célja kettős: feltárni a Föld belső szerkezetét és mozgását – és ebből következően más bolygókét is–, valamint előrejelezni a földrengéseket.

Mi a földrengés? A földrengések a földkéregben felgyülemlett energia felszabadulásakor keletkező különféle lökéshullámok (P, S és L). Az energiafelszabadulást valamely, a Föld mélyében elmozdult törésvonal okozza. A földrengéseket kísérhetik vulkanikus történések, így a földrengéseket a vulkánkitörések előjelei között tarthatjuk számon.

Ám egy földrengés előrejelzése egyenlő egy találóskérdés feltevésével, noha már számos előjele jól ismert. Például több kisebb földrengés ugyanazon a területen egy erősebb rengés bekövetkeztét jósolhatja – vagy nem. Csupán annyi állítható, hogy egy terület kiemelkedően földrengésveszélyes-e, de egy esemény kiterjedését és bekövetkeztének időpontját csak vajmi kevéssé pontosan lehet előre jelezni. Ez pedig elég komoly probléma. Egy olyan fiatal tudomány esetében, mint a szeizmológia, nincsenek korábbi adatok, amelyek megfelelően jellemezhetnének egy-egy földrengésveszélyes területet. Túl sok meghatározó paraméter együttes hatásával kell számolni, a földrengésgócok pedig a talpunk alatt több kilométer mélységben vannak. Összességében az, hogy egy földrengésnek lesz-e vagy sem romboló hatása az emberi környezetre, számos tényezőtől függ: nemcsak a földrengés erősségétől, hanem a terjedő szeizmikus hullámok típusától, az épített környezetben felhasznált anyagoktól, valamint attól, hogy a lakosság mennyire van felkészülve a veszélyre.

Eljutni egy nap oda, hogy előrejelezhetők legyenek a földrengések, ez minden szeizmológus Szent Graalja. Annak ellenére, hogy folyamatosan figyelemmel kísérjük a veszélyeztetett területeket működésük jobb megértése érdekében, és hogy a plakkok tektonikája a geofizika valóságos forradalmát jelentette a 60-as években, valamint hogy a földrengésbiztos építkezés, a paraszeizmológia hétmérföldes léptekkel haladt előre a huszadik században, azt előrejelezni, hogy egy földrengés mikor, hol és milyen erősséggel fog bekövetkezni – minden erre vonatkozó fantáziadús ötlet ellenére –, ma még lehetetlen. Az egyetlen sikeres előrejelzés az 1975. február 4-i, Haicheng-i (Kína), 7,4-es erősségű földrengésé volt, amely gondos megfigyelés eredménye volt, de szerencse is kellett hozzá. A következő évben egy másik földrengés 600 000 áldozatot követelt…2009. április 6-án, Olaszország közepén egy szeizmikusan aktív területet váratlanul nagy erejű földrengés rázott meg, amelynek 309 áldozata volt. Ebben az évben, egy tizenhárom hónapig tartó eljárás után hét személyt találtak felelősnek ezekért a halálesetekért azzal az indoklással, hogy nem tudták előrejelezni a földrengés erősségét, és ítéltek hat év börtönre, valamint közel 10 millió euró pénzbüntetésre.

Ez az indokolhatatlan ítélet valójában maguk ellen a szeizmológiai kutatások elleni jogi
eljárás volt. Elégtelen ismeretek, nem elegendő számú szakértő, az ember által nem
kontrollálható geológiai események. Egyszóval nem hoz elég hasznot – egy feszített és
zaklatott globális társadalmi-gazdasági környezet megítélésében.

Márpedig a megvádolt kutatók nem voltak sem felelősei, sem okozói ennek a tragédiának. Az olasz kormánynak ahelyett, hogy idejét és energiáját boszorkányüldözésre pazarolja, erőit az emberi veszteségek megelőzésére kellene összpontosítania az oktatás terén (hogyan viselkedjünk földrengés esetén), valamint több erőfeszítésre volna szükség a földrengésbiztos építkezés terén. Talán így a következő földrengés hatása lehetne kevésbé romboló is.

ABOUT THE RECENT CONVICTION OF ITALIAN SCIENTISTS TO GIVE A WRONG PREDICTION ON THE EARTHQUAKE IN AQUILA (ITALY)

For geoscientists working in Risk Management and are public servants whose function is to give advice in situations of risk, it pays to know this fact and discuss the details of the fault.
The morning of April 6, 2009, an earthquake measuring 6.3 degrees on the Richter scale killed 309 people and injured 1,500 in the city of L'Aquila, in The Abruzzo Region (Italy).

The disaster and condemnation
After the investigation, which began after the tragedy, the scientists of the scientific committee (called Major Risks Committee) who advised Civil Protection officials who attended the emergency, were brought to a trial that began on September 20, 2009 and resolved this year, in a controversial ruling of italian judge Marco Billi. The seven scientists from the commission were sentenced to six years in prison for multiple manslaughter. According to the judge, the information that the experts provided the neighbors were "inaccurate, incomplete and contradictory."

What is wrong?
According to the local press that community had implemented preventive actions (evacuation) where seismic crisis began. However, when the emergency occurred Civil Protection officials advised by the Major Risks Committee, said that "the shock wave is something that no alarm technicians .... think it is a favorable situation that the earth moves, is sign that the earthquake is losing strength.." Apparently, after looking statements to evacuate the settlers left their homes (old and rustic material), which was the main cause of death of over 300 people.
The sentence does not refer explicitly to any negligence, but the inaccuracy of the information furnished by the scientific committee. However it dont be warned that earthquakes, tsunamis, volcanic eruptions, floods, etc. are phenomena that occur in natural systems as complex whose uniqueness is that precise predictions are impossible.

What implications does this have?
It is natural to have different views on the issue, but beyond that, this fact inevitably affects future opinions or judgments of scientific research.
Ultimately this sentence marks a negative precedent for the progress of science and society in general, and that will cause no scientist wants to accept a position as an advisor to the civilian population or to reveal the results of their scientific research to the public civil. In other cases the reports would cause scientists to the community tend to be oversized for the failure to acquire some responsibility on the results of the studies.

And who would be the culprit?
The Risk Reduction is a process where many institutions and individuals involved, but all with different skills in order to avoid disaster. But usually when a disaster happens, everybody wants to find a culprit when this is manifold. The demand charge any price causes innocent become "scapegoats" offered to civilians for peace of mind. It is the problem of a misinformed public and cultured worse.
A scientific committee is not infallible, is an advisory in the hands of the administration has proposed. However, the responsibilities for making decisions are not in the scientists, but the administration in power. The question, then this topic has been the bad communication. Again comes out the importance of communication between the scientific community and society at large.

POST-DOCTORAL RESEARCH FELLOW in wave modeling for the 2015 PanAm Games - Environment Canada


Environment Canada is seeking a highly motivated and qualified wave modeler to contribute to the development of an ensemble wave forecast and a high-resolution coupled wave-atmosphere forecast system for the Great Lakes.  The work will initially focus on developing ensemble forecasts of waves over the Great Lakes.  Coupling with lake, land, and atmospheric models will also be investigated in a deterministic nest covering competition sites. Ensemble forecast systems that will result from this work are to be used to develop probabilistic forecasts.

High resolution coupled forecasts are to be used to evaluate the contribution of different forcings.  This is a challenging opportunity to work across several disciplines.  This is also a unique opportunity to carry out research in an operational environment and to interact with EC scientist and with the Canadian Coast Guard which can broaden future career options.

Essential Qualifications: A recent (i.e. less than 5 years) Ph.D. in physical ocean sciences, atmospheric sciences or a closely related field is required.  Experience with data processing, and knowledge of programming (Fortran, UNIX environment) are also required. Demonstrated ability to communicate results in the form of scholarly articles and the ability to work in a collaborative team are essential.

Desirable Qualifications: Experience with ensemble prediction methods, coupled modeling, WavewatchIII, running complex models on high-performance computers, analyzing large datasets and verification statistics are all important and will be considered as assets.  Skills in languages and programs such as Python, Matlab, R, IDL are also important.  Environment Canada is a bilingual work place, fluency in English is essential.  Fluency in French would be an asset.

Details: The successful candidate will be located at the RPN quarters of Environment Canada (EC) in Montreal QC.  Funding is available for 2 years pending satisfactory progression revision after 1 year.  The
prefered start date is 1 April 2013. Salary in the range of $50-60k and health coverage are guaranteed from the 3rd month of employment to the end of the appointment.

Earth Science Week 2013 Theme Announced: "Mapping Our World"


The American Geosciences Institute (AGI) is pleased to announce that the theme of Earth Science Week 2013 will be "Mapping Our World."
This year's event will promote awareness of the many exciting uses of maps and mapping technologies in the geosciences.

Earth Science Week 2013 materials and activities will engage young people and others in learning how geoscientists, geographers, and other mapping professionals use maps to represent land formations, natural resource deposits, bodies of water, fault lines, volcanic activity, weather patterns, travel routes, parks, businesses, population distribution, our shared geologic heritage, and more. Maps help show how the Earth systems -- geosphere, hydrosphere, atmosphere, and biosphere -- interact.

"With this theme, Earth Science Week highlights the ways that Earth scientists use maps to understand our planet and how humans use the land," says Geoff Camphire, AGI's Manager of Outreach. "For centuries, people have relied on maps to represent their knowledge of Earth and its systems. From old-world celestial maps and nautical charts to the satellite imaging and digital GIS technology of the 21st century, map-making provides an interactive way of knowing our world."

Reaching over 50 million people annually, AGI leads Earth Science Week in cooperation with its sponsors and the geoscience community as a service to the public. Each year, community groups, educators, and interested citizens organize celebratory events. Earth Science Week offers the public opportunities to discover the Earth sciences and engage in re¬sponsible stewardship of the Earth.

NSF-TUES Proposal Writing Workshop March 14-17, 2013

The workshop is designed to help you write a TUES Type 1 proposal for submission in the upcoming round of the TUES program (tentatively May, 2013).
